Some people enjoy using a condescending tone and talking to others like they're special. I have also seen it done by some goo-ruse. 

They'll speak in a soft voice and momsplain or mansplain simple concepts. They even use a kind of baby talk, sometimes. However, you don't ever want to piss them off, because you'll live to regret it. It's like a breaker switch flips, the music instantly stops, everything goes dark and Mr. or Ms. Scary suddenly appears. 

It makes you shiver and want to ask, who are you? But you wouldn't dare, would you? 

Unfortunately, I noticed this trait in Gabby Petito's home video and found it cringy and sad. She spoke to the camera in that soft voice, "Good morning... Brian's meditating..." (or doing yoga, I can't recall). It's just sick, what can I say.
